File contains a memo regarding a new rank of scoutmaster called a Troop Leader. This new development would allow a head scoutmaster to spilt up his troop into units with an ancilary scoutmaster over each individual unit based on aged in order to achieve more individualized contact with the scouts. Dated 1918.
