File contains a detailed letter positing that the scout promise is excessively rigid. File contains another letter from the same man, a Mr. Gardiner, requesting an interview with the chief and stating his inability to support the scout promise. File also contains letters concerning the removal of duty to the King as part of the promise. Dated 1909-1937.
