File contains letters and reports concerning the drowning of a scout named Herbert Humphrey and the general rules regarding swimming for scouts. The letters discuss the disregard of the rules exhibited by the troop. A letter from the boy's scoutmaster defends his actions in spite of the tragic occurence. Dated 1921.
